WSB Director Ross Cullum on General Hospital: Everything You Need To Know
From the first moment that WSB Director Ross Cullum appeared on General Hospital, fans were curious to learn more about the mysterious newcomer. Mostly because his identity wasn’t even revealed until the end of his first episode! The character debuted in the January 14, 2026, episode of GH and is played by veteran actor Andrew Hawkes. Hawkes’s career includes appearances in prime-time series such as Party of Five, ER, 24, Dexter, and NCIS, as well as a 2014 appearance as a thief in an episode of Young and Restless. While Cullum remains a bit of an enigma, here’s everything we know so far!
Boss Man
Ross Cullum was first seen at Wyndemere, knocking out Anna Devane before she could escape the room in which she was being held captive. He assured Jenz Sidwell that she never saw his face, and complained that the former WSB agent was distracting them from completing Cesar Faison’s work. Sidwell argued that Britt Westbourne was a bigger problem, but Cullum insisted she was the only one who could complete the work. From their conversation, it became clear that Cullum was Sidwell’s oft-mentioned partner in crime, whose existence had been hinted at since Britt was reintroduced to the canvas last summer.
Later, Cullum paid a visit to Jack Brennan’s room at the Metro Court, where it was revealed that he is a WSB director and Brennan’s superior. Cullum reported that Anna had gone missing while on a mission to investigate Faison, and wanted to know what intel Jack was not sharing. After recently being betrayed by a double agent (Colette Moreau), Jack insisted on keeping his cards close to his chest, which displeased Cullum.

The WSB director then confronted Britt at the hospital to warn the doctor that she would continue the work she began at The Five Poppies in a new lab at Wyndemere. He ordered her to not only move into the estate but also to dump Jason Morgan — and he threatened her that if she didn’t comply, he would withhold the medication keeping her Huntington’s at bay. He then met with Rocco Falconeri and Rocco’s mother, Lulu Spencer, to discuss the disappearance of Professor Henry Dalton, but they had no information to offer him.
Mistrustful of Cullum, Brennan went to see Josslyn Jacks and told her about the director’s arrival in town from the European office. He explained that if Cullum realized that Joss was the rookie agent who’d dome such impressive work at The Five Poppies, he was likely to put her in some highly dangerous situations. Because Brennan didn’t have faith that Cullum would protect Joss the way he has, he informed Joss that he was deactivating her from her WSB duties. Joss was none too pleased!
At the hospital, Cullum ran into Rocco again and claimed to be looking for Britt’s office. She was upset to find them together, and when the WSB director threatened the young man, Britt promised she was playing by his rules. Cullum next paid another visit to Wyndemere, where Marco Rios wanted to speak with him about taking out Sonny Corinthos before he could harm their project. He then met with Jack at the docks and ordered him to find out what Sidwell is up to and how Sonny is involved. Jack claimed to be dating Carly Spencer to get information on Sonny out of her, which is why he knew the mobster wasn’t mixed up in this. Joss overheard this conversation.
Ignoring Jack’s deactivation orders, Joss was determined to find out what was afoot at Wyndemere and orchestrated a power outage at the castle so that its residents would evacuate. As a blizzard began to sweep through Port Charles, she sneaked into Wyndemere to do some investigating — but she was forced to cover when Cullum popped up! He told her that his name was Matthew and that he was Wyndemere’s caretaker, but she knew better. For his part, Cullum seemed suspicious of Joss.
