Young Victor didn't know he was Victor's son until Hope was dying. So we are lead to believe. But somehow I believe there is a tie with Adam and some back of the scenes take over of NE. He didn't want to work for Victor at the beginning then changed his mind, and was on the phone with someone secretly about the situation of being on board at NE.
